Capacity Support and Workforce Coordinator

The Redwood Region Resilient Inclusive Sustainable Economy (RRRISE) is soliciting applications for the position of Catalyst Sector Investment Coordinator - Capacity Support and Workforce Coordinator. The California Center for Rural Policy (CCRP) at Cal Poly Humboldt is the assigned Regional Convener for RRRISE. The Contracting entity will be Cal Poly Humboldt, Sponsored Programs Foundation (SPF).

Contract Term: Through August 2026 | Maximum Award: $250,000

Scope of Work

The proposal should describe in detail how the consultant would deliver at least three of the desired elements:

  1. Project Assessment and Viability – Support the Sector Investment Coordinators (SICs) in monitoring and strengthening the development of projects in the regional RRRISE inventory
  2. Capacity Support – Provide training and technical assistance to project proponents, and advocates from disinvested communities who may need assistance in grant writing, strategic planning, operational/structural support
  3. Developing Workforce Models for the Redwood Region – Elaborate workforce models and approaches to strengthen job creation and training components of SIC Activation plans
  4. Industry Data Enhancement – Provide data and research support to fill knowledge gaps in industry data for the four priority industries as well as cross-cutting strategies 
  5. Developing Industries – Work with the RRRISE Collaborative and the Regional Convener (CCRP) on growing industries prioritized in the Planning Phase

Strong preference for consultants with experience in workforce development.

Note: Contracting may take 1–3 months. Every effort will be made so that the winning contractor may begin prior to August 31, 2025.

All proposals must include:

  • Title Page/Profile of Organization (max 250 words)
  • Identification of the individual performing the work (bio or resume)
  • Completed Applicant Questions
  • Cost Proposal (using Budget Template – Attachment H)
  • Two examples of past relevant work
  • Conflict of Interest Statement (Attachment A, if applicable)
  • Projected Timeline and Responsible Party

Background: California Jobs First (formerly CERF) is a program developed by the State of California to build a community-led, climate-forward economy. Catalyst funds were awarded in the Redwood Region in April 2025, investing $9 million in pre-development stage projects. Four initial Sector Investment Coordinators were contracted in late 2024. This 5th Sector Investment Coordinator will complement the work done by these experts.
