Welcome to Redwood Region RISE's Planning Phase!
Redwood Region RISE (Resilient Inclusive Sustainable Economy) is a regional community coalition of 100 seated members engaging a community of nearly a thousand residents working together to develop a 10-year vision that aims to bring good, sustainable jobs to Tribal Lands, Del Norte, Humboldt, Lake, and Mendocino Counties - through the California Jobs First (previously known as Community Economic Resilience Fund [CERF]) initiative.
California Jobs First is a $600 million state-wide initiative designed to promote a sustainable and equitable recovery from the economic distress of COVID-19. Through Jobs First, Redwood Region RISE strives to:
- Create thriving-wage opportunities for workers in our Region ("quality jobs")
- Pursue sustainable economic growth (diversifying our local and regional economies)
- Get us closer to California’s goals for a climate-forward future (carbon-neutrality and beyond).
Central to our effort is our commitment to creating inclusive Planning Tables that empower communities that don't always participate in or benefit from economic development planning processes.
Why Join Redwood Region RISE?
- Have your voice heard: Share your (organizations') concerns, ideas, and ambitions with Redwood Region RISE's regional platform, and the State (EDD, GO-Biz, and OPR) + the broader public.
- Help create an economic vision for our Region: Work with community members, organizations, and other experts to identify and put forth local projects and initiatives for funding to scale efforts.
- Build strong (regional) relationships: Have a chance to strengthen relationships with local and regional partners in this process.
- Be "in the know": Gain access to trainings (e.g. centering equity in economic development) and many more resources.
- Prepare for future funding: CA Jobs First is just the beginning - Redwood Region RISE's efforts focus on increasing our Region's competitiveness to receive future funding through for example technical assistance (grant writing).
- Change the narrative: We are working to develop a dynamic story map and stories (content, photography, and videos) from our Region's diverse and resilient communities and their economic development initiatives—and will make available all of this content.

Timeline For Our Collaborative's Efforts
1. Planning Phase
Redwood Region RISE’s Convening Team–like the twelve other California Jobs First regions in the state–received $5M to create a Collaborative to guide an inclusive, diverse, and accountable regional Planning Phase. At the end of the Planning Phase, in late August 2024, our Collaborative will deliver our Regional Roadmap–a regional strategy and recommended investments to grow sustainable industries, diversify regional economies, and increase access to high-quality jobs. Additionally, a $25 million competitive funding opportunity for California’s federally recognized tribes has been announced: the Tribal Funding Opportunity. The State has promised more information on this soon.
2. Catalyst Program
To help get the 13 regions ready to be eligible to receive the Implementation funds, the State launched a Catalyst Program, which kicks off in May 2024. In contrast to the competitive implementation funds (read more below), the Catalyst “pre development” program has allocated a guaranteed $14 million (totaling $182M statewide) for each of the 13 regions to bridge the gap between planning regional economic development strategies and implementing projects designed to achieve outcomes that align with those strategies.
3. Implementation Phase
Directly following the Planning Phase and concurrent to the Catalyst Program will be the Implementation Phase, in which the State Interagency Team will release rolling competitive grants between winter 2022-winter 2027 to fund projects put forward by each Region’s Collaborative. Criteria such as demonstrated community support, alignment with climate goals, adherence to labor standards, and access to high-quality jobs with clear employment pathways for underserved and incumbent workers are required elements of project applications.
