Request For Proposal: Consultant to Develop an Organizational Sustainability Plan
The Redwood Region RISE (RRRISE) seeks a consultant to develop an organizational sustainability plan. RRRISE is a regional economic development Collaborative currently funded through the statewide California Jobs First program, focused on inclusion of disinvested communities and growth of sustainable industries.

Contract Value: Up to $45,000
 Timeline: January-June 2026
 Challenge: California Jobs First funding will sunset in September 2026, with no additional state funding currently available for RRRISE's convening efforts or projects
About RRRISE
The region includes Del Norte, Humboldt, Lake, and Mendocino counties and 33 federally and non-federally recognized Tribes and Tribal Nations. Over 150 organizations from across the region are participating in the collaborative's economic development planning and implementation efforts. Implementation efforts have channeled $12 million into community projects, with over $15 million in applications currently submitted or being developed. RRRISE focuses on advancing sustainable growth in four key industries: Arts, Culture, and Tourism; Health and Caregiving; Renewable and Resilient Energy; and Working Lands and Blue Economy—all while prioritizing inclusion of disinvested communities.
What You'll Do
- Conduct 10+ interviews with RRRISE Working Group members and staff
- Research organizational and funding models
- Develop 2-3 viable sustainability strategies
- Create transition pathways for post-2026 operations
Ideal Candidates
Experience with organizational development, rural economic development, collaborative governance, and fundraising strategies preferred.
